For instance, this page took 3 minutes to load and this message will take way too long to post (about 4 minutes). When I try and download a file - the browser simply stops...I've run my AV, run anti-spyware, rebuilt my OS, re-installed Office, intalled firefox (ran well at first, but then started to show the same symptoms as IE). My phone company says that my connection is good (ping and traceroute confirm this). Any help would be appreciated.

Why are you using Internet Explorer? Switch to Mozilla FireFox and you won't have anymore problems.|||Possibilities are numerous.
Too small a swap cache
cookies not enabled
too much space used by temp. Internet files.
Too little RAM
Too many gremlins in gang fights inside the machine.
Distance to a transmitter/relay station can be a factor in speed.
Bad phone line.
